Can you own it?

Yes. Iraqi nationals, like all foreign buyers, can own property outright on a freehold basis in Dubai's designated freehold areas. Mortgages

Many Iraqi buyers purchase in cash or through developer instalment plans, which are common for off plan property and often need no bank approval. UAE mortgages for non resident foreign nationals are available from some banks but are more limited, usually require a larger deposit of around 40 to 50 percent, and depend on documented income. Golden Visa
